Group Policy of Local Computer

Is there anyway to which a person can change the "Local Group Policy" of a computer running Microsoft Windows XP Professional Edition thats not part of a Domain without affecting the Administrator Account.

Officaly, no. The local policy will apply to all users.

There is however a little trick you could apply.

The local policy is stored in the %windir%\system32\GroupPolicy directory. You can deny access to this directory for the local administrator. It is a somewhat round about way. You'll have to grant access again to edit, then remove again before you log out or reboot.
