Group policy only applied after restart

I have a policy in IE7 to use our proxy and also not let the user change the settings. The only way to get this to apply to my XP SP2 machine is to restart. I have tried gpupdate, gpupdate /force and gpupdate /sync. Nothing seems to work. Is the only way to get this policy to work is to restart? My GP is in the "User Configuration" not the "Computer Configuration". Is there something I have to but in the windows firewall for this to work? I am using the Group Policy Editor.

We do the same thing and it is setup under
User Configuration
Internet Explorer Maintenance
Connection/Proxy Settings.

Are you disabling the Auto detect and auto browser config? I beleave you want those disabled also.

Disable the Auto Proxy to be safe

I can't remember exactly why we disabled the option to "Automatically detect configuration settings" via GP but we did and its been working for three years across 2000 and XP machines.

Try disabling it just in case the auto proxy setup ia kickin out your GP proxy config.

Auto Proxy no go

Tried that still no go on the gpupdate. Would that of allowed the users to still make changes to IE?
