Group Policy options not available

Hi,
On one machine in Group Policy >User Configuration >Administrative Templates ... there are a list of things including "Start Menu and Taskbar".

On another machine which I wish to alter the same settings, under "User Configuration" there is only "Windows Components". Why is this? Do I have to enable the other options?

Because they are not enabled.

A single GPO policy should apply to the system or to the user, but not both within the same policy.

Right click on Administrative Templates and choose Add\Remove Templates. You should see conf, inetres, system, wmplayer, and wuau. The could be corrupt. I believe you can download the newest ones from Microsoft and put them in the c:\windows\inf folder.
