How do I set a Group Policy to force all user's IE to start up on a default page?

User Configuration

The control for this is in "User Configuration" - "Administrative Templates" - "Internet Explorer" - "Disable changing Home Page Settings".

Assuming this is a Windows Server OS, Create or copy a GPO for domain policy. You can use the default Domain policy, but it is not recommended to change the default settings. Make sure to enable it and link it to your domain. I like to use the Group Policy Management in Server 2003.

Create a new GPO
Browse to User Configuration > Windows Settings > Internet Explorer Maintenance > URLs > Important URLs

Enter your specific URL by enabling "Customize home page URL" like http://google.com.
