group pols missing

On Windows 2000 and XP where are policies to disable the use of right clicking ( which were in old W98 System policies) also where is policy to stop display of previous user name

If you are in a domain or in AD use the Active Directory Users and Computers to create/edit a group policy. If the machines are standalone (workgroup) use the Local Security MMC. These are GUI tools for setting all of these various things. Safer than regedit and easier to use.The only time you would need regedit is if there is not a policy for a setting that you want.
You can apply GPO (Group Policy Objects) to a Site, Domain, OU, or Local Machine. Be sure to control and document the GPO you have created and make sure that you don't have morw than two GPO's being pushed down to the workstation as it will make login and startup VERY slow.
