Halt of startup up of Windows XP Pro

os = Windows XP Pro
Network = None (Stand alone PC)

On startup the PC stops at the Welcome screen. After approx 2+ minutes the PC finishes booting with no ill effects.
At the Welcome screen stage pressing Crtl+Alt+Del will allow the PC to finish booting successfully.
What is the problem and a solution Please.

One of your startup files is missing or corrupt. If you have a repair disk available, reboot with the installation CD, follow the installation procedure to the Recovery Console and there you can repair your XP installation. Another option would beto try a System Restore to a date prior to this occurance. Depending on how long this has been going on, you might also want to consider what the last program was installed prior to this starting. In any event, your startup files have been corrupted. Try these steps in reverse, saving the Recovery Console for last, but sometimes the System Restore feature found in Accessories | System Tools may be of help.

Found it to be the eventlog service.
Replaced files which has solved the problem
