Hands OFF that thermostat, PLEASE!

Just a quick question about office environment. We have one person in our area who is always cold, even in summer. This person will go to the office thermostat and crank up the heat until the room temp is comfortable…to him…
The thermometer at my desk often indicates in excess of 90?F. Why is it that when some one person gets cold, the entire area must be heated rather than that person wearing some more clothing?
Keep in mind that those of us who are not comfortable with excess heat (read sweat when temps break 90?) can remove only so much clothing before the disgust *at least* factor sets in.
