Hang when restarting WinXP…

If I reboot, Windows hangs when it restarts:

I see the Initial screen (where I can press F1 for the BIOS)

I then see the sercurity screen where it accepts my fingerprint

I see power-on password accepted

I then see hdd password accepted

I then see config.sys menu

I then see the full-screen windows logo try to appear (the one with the sideways thermometer that goes from side to side, showing progress). This screen tries to animate its way into focus, but never makes it. I can see a faint windows logo, but I have to power-off for >5 minutes, then all is good again.
