You mean rotational speed of the platters or the velocity of the drive?

if it's on your desk, turned off, zero for both.

Typically the rotational speed is either 3600 or 7200 rpm.

Is listed on the Sticker attached to the HDD and should be in the vicinity of either 5,400 or 7,200 RPM.

But depending on the type, maker and age of the drive it can range from a lot slower to 15,000 RPM for one of the high speed SCSI HDD's.
