Harddrive accessing itself for no reason

I could be doing anything, or the computer could be completley idle, and then all of the sudden the hard drive light will start blinking as if it were executing a program or something. I experience a huge drop in performance. It lasts for about 2 or3 minutes. The computer can barely process even mouse movements during this period of time. When its almost done, it will also try to access the 3 & 1/2 floppy drive, then continue on for a while longer, and then fade away. I’ve tried disabling the task manager and shutting off different programs, but nothing has worked. It does this about 3 or 4 times a day. I thought it might be something to do with the hard disk itself, but I’ve formatted the hard drive before and have even replaced it because of other problems. Its been doing this for about a year now.

Computer specs:
Genuine Intel Pentuim 2 Processor 351 mz
128 ram
Hard disk: Fujitsu, 20 gigabytes
Motherboard: 440 bx
