Here is the route that I would take.
For XP, make sure that your hardware is compatable.

1. Drop back to a basic configuration. Just the drives and video card.
2. Boot from the W98 startup disk, and use the /u switch to format the hard drive.(format /u)
3. Reboot, and enter BIOS settings.
Set everything to nominal, or standard settings.
Disable the on-board sound, and any ports that you do not plan to use. (comm 1, comm2, IR)
4. Install Windows. It shouldn't matter which version. The following steps are for W98.
5. After Windows installs, install the chipset drivers for the motherboard.
6. Install DirectX
7. Install the driver for your video card.
8. Shut down, and shut off the power.
9. Install your sound card.
10. Boot and install the drivers.
11. Shut down and install the next plug in card.
12. Continue until all cards are installed.
13. Go to Windows update and install all the critical updates.
I have had to many problems with Windows update drivers for 98, so I recommend that if Windows reports that an updated driver is available, that you get yours from the card / chip mfg web site.

You should be all set.

For XP, the next thing after step 4 is to install your modem.
Then go on-line, and download the windows updates.

Then, install your plug in cards one at a time.

If a particular card installation hoses the system, try the card in a different slot.

If you still have problems, one or more of your system components may be bad or damaged.

Firstly go to Bios and turn off the motherboard sound card. Reload Windows with no drivers, all default. Get your motherboard CD rom and load the chipset drivers first. Do not load sound card at all. Reboot the PC and install other drivers as they come up in plug and pray. If you have an option to load dos drivers for the sound card DO NOT as these can cause a conflict.

First rule always load chipset drivers before all others.

Your 1.2 gig drive is much slower than the 40 gig and if you use it as a boot disk it will slow the whole system down. A computer is only as fast as its slowest component.

I have a proposal for you, if you have access inside of your computers. Remove from case any additional cards excepting the VGA. Try to install the OS. If all it's OK add another one card and configure it. And so on. Also you can start with only oneHDD (check jumper settings for master/slave settings).
