hardware diagnostic tool

With Dell computers you can hold a button down before the OS loads and it will give you the option to run a hardware diagnostic. Most components like video, hard drive, processor and RAM are tested for basic faults.

Does an OS-independent tool like this exist that I can put on a flash drive and run from any platform? i.e: Dell, HP, Toshiba, Windows, Linux, Mac, etc.
