Hardware Procurement

I looking for a hardware procurement strategy that will allow the best CPUs to go to the employees who need them the most. We depreciate our CPUs over three years. Any articles, books, literature would be most helpful.

This is really more of a political challenge than a procurement strategy question. I work for a State agency that also uses a 3-year replacement cycle for computers and we constantly struggle with whether to just replace the oldest computers with the newest (the easiest approach) or give the new computers to the power users, and "trickle-down" their computers to others (the process that gets the most votes from the power users but requires more deployment resources because each trickle-down machine is re-imaged and then must be set up for its new user).

I haven't found any literature that would suggest best practices in this kind of environment.

I guess the biggest question would be:
Can you afford to do this? (Move PCs)
How much of a difference is a brand new PC vs a one, or even two year old PC?
How much downtime will the user be subject to while the new hardware is installed?
How much technician time will be spent on moving this user to a new PC?
We still have 3 year old PII 300/128M's in use. Not the best, but not useless.
