HDD unrecognized by bios, XP recognizes

I have a Dell Optiplex 150 that recently gave me the error message "Primary hard disk drive 0 not found." I tried the HDD in a different computer and it works correctly. When the hdd is in the Dell, I booted to Ultimate Boot CD to see if any of the dos applications would work, yet none of them recognize the HDD. I figured that there must be something wrong with the hard disk controller in the Dell, but I had one final idea that I tried, Windows XP Proffesional Installation CD. And what do you know? It recognizes the HDD, creates a new partition, and copies setup files. Now my problem is that when it reboots, the bios still fails to recognize the HDD. the optiplex is running Phoenix ROM bios v1.10 A11. Any help would be greatly appreciated.
