I am wanting to connect my laptop to my TV and am wondering what are the steps to making this happen. My laptop is a Dell Latitude D810. Are there any specific cables or cards that will need. Any help or any advice would be wonderful.

There are several manufacturers that make cards and external devices. One that I've read good comments about is the Hauppauge WinTV USB device. It's not very expensive and I've read that it gives a good picture of television programming on a computer.
I've been thinking about buying one myself. I don't know what software comes with it if any. Check out the specifications on it before buying one just to be sure that it does what you have in mind. Many on line computer vendors supply excellent descriptions of their products including system requirements.
You might be able to use it to display your computer screen on your television, which is what I gather that you want to do.
Assuming you're not intending to connect via the UHF antenna connector you could use an S-Video > SCART converter with audio via a 3.5" stereo jack from line in to phono plugs on the SCART converter.
