Set your BIOS to boot CD first and Boot from there.
I suggest you delete partitions and recreate them for 32bit. The installation will take care of the formatting.

      Good luck!

In your CMOS\BIOS look for boot sequence you should be able to select your CD as first boot device.

If your BIOS supports booting from a CD, you’re in good shape with the other answers. If not, most of the files on a Win95 startup disk will work just fine if you just install the OS-specific files from Win98.

Also, this will undoubtedly show my ignorance, but is Win98SE always done from a clean install? It seems that it should be possible to upgrade from Win95 by booting into Win95 and then running setup from the Win98 CD (unless it’s an OEM version).

(that’s not an answer, I know…. it’s one of those “gee, I wonder” sort of responses)

If this is a upgrade try running the the setup from the run box by going to start, run, and selecting the cd-rom and selecting setup, double click.
Install from the DOS command by the letter of the cd-rom,d:\setup win98se

Open your BIOS Setup by pressing DEL after powering on your computer and check this out: in BIOS Features Setup set Boot Sequence parameter to anything starting with CDROM. After rebooting, your computer will be booted from the CD-ROM. Good Luck, I hope this will help.
