HELP with Gigabyte ga-965p-ds3 not booting!

Hello everyone, I’ve read through a few similar posts on here and elsewhere but am yet to find any solutions to my problem, so hopefully someone will be able to help me out.

my specs:
Gigabyte ga965p-ds3
2x Corsair Value Select DDRII 1gb RAM
PCIe Geforce 7900GT (eVGA version)
Soundblaster 16 (Old school!) sound card
Intel E4500 core 2 duo
400gb SATA hard disc
running windows XP SP3 RC1

OK, so everything was running fine, no problems whatsoever, but last night I decided my computer was too loud and wanted to do some poking about to try and make it a little quieter.
Rebooted into BIOS and changed the CPU fan setting from “Disabled” (i.e. fan runs at full speed all the time) to Intel Q Fan control. BIOS exits and computer reboots…only to power itself down after 5 seconds. Then it powers up again 3 seconds later, for 5 seconds, and it poweres down. This cycle continues until I switch off the power supply. On closer inspection the CPU fan isn’t spinning at all, until the computer powers itself down, at which point it spins for one rotation…????

There is not enough time to get into the BIOS and change the settings, as nothing is displayed on the screen anyway.

My attempts to diagnose/fix the problem have included combinations of the following:
Clear the CMOS (would have thought this would change the setting back)
I have done this by both short circuiting battery, and using CMOS clear jumper, and leaving battery outside machine for 20 minutes. This has not helped.
I then took RAM out, and tried combinations of RAM in different slots, to no avail
Then I tried plugging the CPU fan connecter into various other ports… it spins up on Motherboard fan connecter and chassis fan connecter (which are both 3 pin) but not on system fan connecter (which is 4 pin like the CPU fan) this makes me think that maybe its a problem with the “sense” pin on the 4 pin fan setup?
Even with the fan plugged into a 3 pin the computer still runs through the power up power down cycle (I assume because it picks up CPU fan speed as 0rpm and shuts off)

I then replaced my CPU with a Pentium 4 D or similar, again to no avail.

I am completely stuck with this one, and any help at all would be much appreciated!
