go to start -- run -- type mmc, press enter
go to file -- add/remove snap-in
click add -- search for group policy
look for default domain policy and add it
use the console for setting the policies

W2KTechman is right BUT, that is the default domain group policy. Modify that and it applies to ALL computers on the domain. Most don't modify the default domain group policy but create OUs and a group policy for that OU and apply it. GP is granular in that computer and user configuration can be taylored based upon the network structure and company security policy and what you want users to be able to do and mostly importantly NOT do.

Use the Active Directory for Users and Computers to manage you active directory. Right click on the domain/ou you have and create a policy from there. It is like gpedit.msc but in this way, any user/computers who are member of the domain will get that policy. Remember grand the security setting to be applied to user/computers or selected users/computers.

logon as an administrator on win2000server goto active directry users and computers or type dsa.msc in run command and in that mmc right click on domain controller and select properties then selec group policy tab then select edit now u can apply all policies either on all w/s or users from here
