Help With Scanning And Editing Photos

I am trying to scan some photos that are small to send to someone to make 4×6 prints for me. I am running Windows XP and have an Epson Stylus CX3200 all in one. He is telling me to scan the photos at 300 dpi at 100%,300 dpi at 150%,300 dpi at 200% and 300 dpi at 300%.How do I change all of these settings? Also he said that the ones that I have sent him that when I scanned them I scanned the whole scanner instead of just the photo? How do I get this correct?
