Maybe I'm not understanding the question.

It's early.
You can download TweakUI from here: http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx
Under Contol Panel you can choose to hide, "Regional Settings'. I didn't see anything about the Advanced tab so maybe this solution won't work for you.

OR, Start |Run | gpedit.msc | User Configuration |Administrative Templates | Control Panel | Regional and Language Settings | Double-click and choose English | Click OK.
Trial number 3: Using the Category View:

◦Click Start, click Control Panel, and then click Date, Time, Language and Regional Options.
◦Click on Regional and Language Options.
◦On the Languages tab, under Text services and input languages, click Details.
◦Under Preferences, click Language Bar.
◦Deselect Show the Language bar on the desktop check box
That?s it. That should permanently disable the annoying Language bar. However, if you might need it in the near future, just follow the same steps and this time make sure the Show the Language bar on the desktop option is checked to enable the language bar.
Number 3 was stolen from: http://jaypeeonline.net/tips-tricks/howto-remove-restore-language-bar/
This is probably not what you're looking for but it's the best I have. Good luck.
