Host Name Resolution Process

In the host name resolution process, (Client Resolver Cache, DNS, NetBIOS Name Cache, WINS, Broadcast, Lmhost File) why is the Lmhost file ( which is found on the local computer )the last step in this process? Would it be more logical if the Lmhost file step is placed after Client Resolver Cache?
