hostile work environment

I manage a corporate grooming salon and I get no support from my general manager. I have an employee who has not even made it through the 90 day probation period and already I have had to put up with threatening phone calls from her ex-husband, the police visiting my salon to take her statement on domestic issues and now I find a bottle of wine and several cans of beer in the personal tool box and my general manager still say it is not enough to fire her. None of my other groomers want to work with her and she certainly is hurting the business with inappropriate behavior, my question is could this be considered a hostile work environment and do we have to put up with it?
