Hotbar Substitutes

I’ve finally convinced my management that Hotbar is not a good thing. They’ve given me permission to eradicate the thing from the company but would like to offer users a replacement. I’ve looked around the shareware sites and don’t see anything reasonable.

Does anyone know some something (freeware/shareware/commercial) with Hotbar’s functionality minus the spyware componet? Thanks.

There are several ‘bar’ programs listed.
