Hotmail web access problems

I have a w2k network w/ w2k pro workstations. No proxy server. We can access all web sites OK accept Hotmail site. Tried on our other subnet. Everything works fine. Any ideas?
Another problem… On some workstations, once a new user is created we have a problem with that person being able to access one program (Typing tutor)The old users are fine. It seems like they are not getting proper security settings…
