How can I improve my graphics performance?

My Windows 7 performance index scores low on the Graphics index. Here's the ifo from Windows:
Display adapter type ATI Radeon 3000 Graphics
Total available graphics memory 3067 MB
Dedicated graphics memory 256 MB
Dedicated system memory 0 MB
Shared system memory 2811 MB
Display adapter driver version 8.821.0.0
Primary monitor resolution 1600x1000
DirectX version DirectX 10

Any adjustments to be made, or is buying a new graphics card the answer?

That's not really so reliable since the only computers that gets the highest ratings are either server systems or a company's super computer. So basically, if some monster of a computer exists out there, other computers will definitely have lower scores.

owo But that's what I think, I dunno about the rest of you. Mainly, it's a theory I'm guessing.
