Not likely as if there was a problem with the Graphics Card you would be unlikely to see anything to begin with as if the Graphics Card has died you get no picture.

The Error Message you are describing is on 7 or 8 related to corrupted Data on the HDD so it could be damaged Partition Tables, a Falling HDD or maybe even corrupted files/Partition Tables from a Hard Restart.

Without knowing the Make & Model of the computer and the OS in use as well as it's Patch Level it's hard to suggest much more than maybe test the Hardware with the Ultimate Boot CD available free here

http://sourceforge .net/projects/ubcd/
just remember to remove the space from between the sourceforge and the .com for a working link.

Hehe...well, maybe the problem is somewhere else...instead of "sweeching" the computer on, they could try switching it on. Then they may need to install RAM, since "wether" is a castrated male sheep, and instead of booting, it appears something has eaten some of the necessary system files when it went to "lunch"! Just guessing though!

Ha ha ha, Wizard...

Have you tried starting the computer in Safe Mode? Just after you power it on, start pressing the 'F8' key repeatedly until a menu appears. Choose 'Safe Mode'. See if the computer starts then. If the issue isn't a corrupted hard drive like Smeg suggests, then it could be corruption in one of the driver files.
