Create a temporary domain user account named test.
Log on at a workstation as test.
Add the printer you want to be everyone's default.
Log off as test.
Copy the contents of folder c:winnt\profiles\test to a new folder on the netlogon share on the server. Call the new folder "default user."
Create a new user account, and log on with it at a workstation. Check to ensure that you have the default printer.

Please read Technet article Modifying Ntuser.dat Hive So New Users Get Defined Settings (Q146050):
http://support.microsoft.com/search/preview.aspx?scid=kb;en-us;Q146050
(please remove any spaces)

This will tell you how to set up a default userprofile with the kind of settings you want.

hope this helps

I found a better, more specific Technet article.
How to Add a Default Printer for All New Users (Q25238:
http://support.microsoft.com/default.aspx?scid=kb;EN-US;q252388
(please remove any spaces)

It goes into greater detail than the previousTechnet article. This is the one you want.

If your printer has an Ip Address, you can setup the workstation to print using the IP address. Any user logs onto the workstation will get the printer.
Note. Use Add printer, Local, Create new port, Standart Tcp/IP, Etc
