The safest way may be to install a second harddrive and install your OS to that drive while the original drive is disconnected. Once you have a working computer you can scan the other drive with your updated AV program.
Without knowing what you may be infected with it is a crap shoot, whatever you do. Writing to the original drive could overwrite something. I suppose now isn't a good time to talk about the merits of backing up your data?

If one boots to safe mode, I believe they think the AV isn't loaded.... because safe mode doesn't load up drivers....

Or maybe they think they can get in via safe mode.....

or maybe they simply write a dumb question and see if anyone one responds.

My answer to dumb questions....

Take it in to Best Buy have the Geek Squad fix it.
