Can auto logoff be done in NT? If so, can the same function be done in 2000?

The Windows NT Resource Kit contains WinExit which permits the creation of an auto-logoff screen saver. The screen saver can be configured to force open applications to terminate.

Add a registry entry to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\LanmanServer\Parameters. (Dword value) Call it Disc. Set the value to the number of minutes inactivity wanted. Be aware that some programs communicate often and prevent this from working (email for one).

There's no documented way (unless the logoff screeen saver) to auto logoff a winnt.
But if you want to logoff your wks al 11:00PM you can make a bat file with a delay.exe program followed by the \\net stop workstation.
The submit the .bat file to the taskman.exe
