How could I translate this to cost and benefits metrics?

I am new to cost and benefit analysis & therefore I need some help here.

I want to present a case that I need to develop an in-house ‘standard checking tool’ for checkin programming standards as currently there are lots of standard violation.

I know the cost to develop this inhouse tool but for the benefits I find it hard to translate into measureable metrics. Can anyone help me?
