Pretty simple

Pretty simple. You just need to install a web server of some kind. While Apache is a good all around web server, for the beginner, it can be a little daunting to configure, since it's purely text file based for configuration with the addition of some other tool like webmin to handle that. However, since it's pretty common, there's lots of quick start guides floating about that can make it a bit easier. It works equally well on Windows as it does on Unix nowadays too.

If you're running a Windows machine and don't want to work so hard, then look at using Xitami from http://www.xitami.com/ . It's small, fast, built for windows, and easy as pie to set up. Plus, it works with languages like PHP, which are pretty easy for a beginner to pick up, but powerful enough to make most programmers quite happy as long as they're not programming the next generation airline reservation system or something.
