how do i change access permission in vista

I had already change authentice permission in local c when i logging to administrator.
I marks all into deny permission.
Now i can't access to local c but when i logging to others account,i can only access and use.I had try many thing.i using vista.thanks for helping..

Uncheck Deny

Log in as the administrator and uncheck Deny. That prevents anyone from access to any files on the system, including those needed to run it. You can prevent someone from deleting files (maliciously or accidentally) by simply unchecking their permission to modify or change. Unless there is an explicit need to use Deny, it's generally best practice to not grant access as opposed to Deny. Deny overrides all other permissions for a user or user group to a given folder or resource.
