How do I disable USB devices

I would like to know if anyone has found a way to disable the use of USB drives by workstation users while still allowing admins to use the drives. I tried the MS KB article and it does not work. I can disable it for all users via the registry, but that would not allow admins the use of the drives.

Set security on usbstor.pnf and usbstor.inf, deny for everyone except admin

The security settings for these two files were changed to deny on all but the admins. It does not stop a users ability to use the device.

The key to the KB article (823732) and the file permissions is has the device been installed. That does not mean connected, but has it ever been installed. If it has then connect the device and then actually uninstall it.
