How do I disable Windows Vista allocating system RAM for video

I just bought an AMD Radeon X1650 PRO AGP 512MB DDR Video Card and installed it with the latest drivers in my Windows Vista Ulimate PC with 2 GB of system RAM.

I tested this new card’s performance and was disappointed to find that it is slower than the original Radeon 9800 Pro 256 MB card I had previously used.

I was stunned to find that Vista ia allocating 287 MB of my System RAM for use by the video card. Why on earth is it doing this when I have 512 MB of memory on the video card? How can I disable Vista from doing this?

I already tried unistalling the drivers, rebooting to the generic Windows driver and re-installing the AMD driver. The results were the same.
