How do I erase a HDD that is stuck on an error with installing Windows XP?

I have a HP laptop and have its original software to reinstall windows and its original drivers. The battery pack ran out in the middle of the installation and when I tried again to continue reinstalling Windows, it gives me an error that it needs a specific file to continue, to insert the CD the is already the drive but the computer doesn't acctivate the cd-rom drive to read anything off of it and it gets stuck. What can I do?

Check your BIOS setup

Watch for the key combo to enter setup (F10?).
Enter the Setup and change the Boot Order to the CD.

edited to add; On reboot watch closely for the "Press any key to boot from CD."

Yea, I tried that but once it checks that it is the CD it goes back again to the installation process, where the same problem happens again, any other ideas? Thanks

try this boot cd

has a few handy hard drive utilities to zero out your HD

Well as you can boot off the CD you can use Kill Disc available free here
