What are you refering to when you are talking about objects?

I assume you are talking about Group Policy Objects. You see, in Active Directory (AD), users, groups, computers, Organizational Units (OU) are treated as objects. You can created theseobjects by using AD Users and Computers MMC.

From there, once created all users and computers will have a Default Policy applied to them. You can either change the default policy (not recommended) or create another policy to be applied to objects. You can also use delegation on OUs. Basically that's how you can do it.

To explain details about OUs, structuring objects and GPOs would take hundreds of pages. There are even an MCSE unit dedicated just to this topic. So, you would need to lookfor a lot of reference material for these topics.
