How do I fix to right click start ?

There’s a machine at work that when you right click start, my computer and tool bar that you are unable to get properties and such to perform the task desired. This is XP, the person who has this machine is always tweaking the registry. (which is now disabled on all machines.) How can I get the right click to work again without re-loading XP?
