How do I get Windows to boot on new, used HD from other PC?

I have a PC that had obvious signs the HD was going out. So I pulled the Hard drive out of a newer, but slower PC to put into into the PC with HD problems. Both HD are same brand and only differ in size. The old drive was 30g and the new is 40g. The new drive is from a PC that worked fine and had windows XP SP2 as well.

I get the “We appologize for the inconvenience…” message and cannot get Windows to boot up. Shouldn’t it start normally? What settings do I need to check?
