How do I keep internal email from going outside and then coming back in?

We have a single exchange server for the company. It appears as though when we send email to internal recipients that it is going outside and coming back in(and getting filtered through mailwatch) instead of just staying local on our exchange server. Can someone tell me how I would configure exchange 2003 so that internal email stays internal?
