How do I lock settings in Win98SE?

I am looking to lock down Win98 PC’s so the users cannot change any settings ie printer designation/icon removal…. Is there a utility that I can use to do this? I have many users that access the same computer and use the same programs on each. I do not want to have them logout (pcs are set up on peer to peer networks) each time. They can use the same profile or whatever. I need to have full rights or permissions on the PC’s but not them. Thanks beforehand
