How do I make a table act like a picture W/OUT snipping in Word 2010?

Trying to create documents with lines that can be typed over without changing the size of the cell. The core reason is to allow typing when available, but to also have lines available if the document is printed and hand written. Would think the ideal way to make this happen is to create a table and have it act like a picture by going behind the text box, so that then you get to the end of the row, the text flows down to the next cell without re-sizing. This would keep the size of the table as I have it constructed without it continually re-sizing and not using the cells below. Text limits can be put on the text boxes so that only so many characters are allowed. The issue are the limited properties on the cells. Any luck making this happen without using the snipping tool?
