How do I monitor speed of a 2003 network

Our network seems to slow at a specific time of day or when a specific tool is ran and I am wondering if there is a way to monitor the speed and then make an early morning baseline and test it through out the day and see if it changes or if it is just a bunch of misguided perceptions…?
