How do I publish a whitepaper on the internet thru Tech. Rep.com ?

Hi,

I want to publish a whitepaper on the cross platform migration of large volumes of data in Oracle 11g databases using the transportable tablespaces process. The whitepaper contains details of a bug in Oracle 11g, which has been reported to Oracle Support and taken up for rectification by Oracle's development team. Details regarding the bug have not yet been published on the internet. Also, my paper contains detailed step-by-step instructions about migration, which are not easily available elsewhere. They will help DBAs to migrate data without using OEM (Oracle Enterprise Manager), which is quite significant, since Oracle Corp. has converted OEM into a product whose use needs a separate license from version 11g onwards, unlike older versions, when they used to bundle it with their database server. Can anybody (especially tech. personnel @ Tech. Rep.) guide me in doing this? While doing so, please feel free to mention other websites like Tech. Rep. also, where I can publish this material.
