How do I sync AD users between Windows 2003 servers via Internet?

I would like to sync users from a Windows 2003 server to an identical server that is being hosted on the Internet.

My main interest is to replicate the list of users and syn regular updates from the Windows server to its hosted sister on the Internet.

Any ideas?
