Does anyone know what the problem could be or how to fix it?

Try pressing F8 and going into VGA mode. You either have your display settings set too high or your video card drivers are bad. Boot up and change you display to something like 800x600 and reboot. If that doesn't work, go back into VGA mode and remove the video card driver from Device Manager. When the computer reboots it should refind the video card and then you can fix any driver issues.

my pc was doing something very similar to this lately, i believe it was that my GFXcard was overheating. anyhow. If your using a video card, try using the on board video port.
