start with a boot floppy or an image...

... that does what you want from it (install CD /network drivers and so on)

then from your CD burning sofware start a new project for "bootable CD", then for a boot image or boot floppy point it to the relevant drive or file. That's it.

there are a lot of collections of handy and premade boot floppy images on the net.
To get started I recommend taking your pick at http://www.bootdisk.com
On start up the PC will create a virtual floppy drive A: that will contain the files of your image and boot from there. Your physical floppy drive will then assume the B: drive letter.
That's the floppy emulation.
your boot image can be as large as 2.88 MB, then having loaded the CD drivers you can access the rest of your CD content.

there are 2 other boot CD modes
* Hard Disk emulation that is quite similar and enable larger images
* el torito that is the most flexible, but requires more tools and is quite more complex .


there also are lots of boot CD images available, winubcd, bartpe and many more. Most of those are support/repair oriented, so depending on what you want to do with your boot CD you may want to check those first.
