How do you set the master volume?

im wondering if theres a way to set the volume to cetain max of my choosing. An example would be : Someone playing loud music to the max…i want to set it to a level of my choosing and no matter what volume control they have on the speakers or how high the setting is on volume control is in the volume taskbar, they never reach a higher volume then the one i set..Is there a way to do that?
