How do you “turn on” the progress 4gl intelligent editor?

I am using the Progress Procedure Editor (10.2A) but the intelligent editor doesn’t seem to be working the way that the handbook describes. No color to indicate proper syntax, no syntax completion.

I haven’t found a setting to toggle it on or off.

Any help would be appreciated.
