In Windows Explorer, Go to View>Details.
You can change the sort order by clicking on the details header in the left pane. "Name" will sort in Ascending then Descending order as you click.
To sort in Date order click on the "Date Modified" header. To add or remove detail categories, right-click on the header.

You need to setup your PC to keep files in date order.

The Windows default is name order.

As DKlipert suggested, open Windows Explorer and set any folder to display the files in the order you desire.

THEN, open tools, folder options.
On the view tab, click on the button to set all folders like this one, or, apply to all folders.

Close Windows Explorer by using the file close method rather than the "X" to make sure that your changes are applied.

Then, the next time you open a folder the files should be listed by date.

NOTE: this change does not always apply to file open and save dialogs within other programs.
