How packets are routed differently in p2

1. My hunch is the communication still needs to be started with DNS for resolving names, then packets are sent and routed through routers, and after all they reach a peer’s computer. If this right, where is the difference?

2. I thought an ICQ # is just an ID, but why people think it is an address. What is ICQ’s namespace (ICQ #?) used here?
